I take it you are trying to start it from the command line, and you are on Tomcat 4.x.
Try the "<TOMCAT_HOME_DIR>/bin/catalina run" command- this will start it in the current DOS command shell. In case you want tomcat server to run everytime you start up your PC, you may want to install it as a (NT) service.
