tomcat doesn't use the classpath. It derives where tools.jar is from the JAVA_HOME environment variables. Your application classes should be placed under CATALINE_HOME/webapps/YOUR_WEBAPP_NAME/WEB-INF/classes and your application jar files (ie cos.jar) under CATALINE_HOME/webapps/YOUR_WEBAPP_NAME/WEB-INF/lib (where YOUR_WEBAPP_NAME is sam, i think)
