The message itself typically means that tomcat 
isn't running when you call shutdown. If that 
happens although you started tomcat that 
indicates that tomcat failed to start.

BTW, which option do you use to start tomcat:

        catalina.bat start
        catalina.bat run

The second version should keep the window open.
