No, it isn't that. Sorry for being snarky before, but this irritating and as
Adam points out it is difficult to build the javadocs (not to mention
Tomcat), see:

How many libraries do I have to download, rename and provide properties for?
Maven would simplify this greatly. If I thought that the main developers
would even think about maven I would do this for you. The last post I found
regarding this was in July, but I saw no developer buy-in on this idea.

If it's there, then I will take the time to work on this.

My point is that this shouldn't be something the developer has to do, but is
done automatically as part of updating the site and when generating a
release (the docs aren't in there either).

I, and others are most appreciative of this. I don't shy away from
contributing - be it code, docs or ideas to a project I like (see Maven,
Torque, Turbine), and if it's a project I have used myself (Turbine) I don't
hesitate to be helpful to anyone with a question that I can answer. I'm not
a USER (use it and go on), I'm part of a community. I haven't been a member
of the Tomcat community for a while because it became extremely difficult to
build, keep up with what libs I had to download and configure in order to
build and Tomcat has always just worked for me. Now, I have need for JAAS
and found the information regarding the JAASRealm, but no docs except for
the Javadocs (which were missing).
