Tomcat 4.x no longer uses the tomcat-apache.conf file. If you follow the instructions at http://jakarta.apache.org/builds/jakarta-tomcat-connectors/jk/release/v1.2.0 /doc/ you should be able to get the two talking. I know, I just finished this project.
