Yoav is using a windows machine, I believe, so $CATALINA_HOME/bin/catalina.sh is not
available. Most -OPTS can be set in the workers2.properties file
if you are using mod_jk2.

Subject: RE: where to set CATALINA_OPTS?
Hi,
$CATALINA_HOME/bin/catalina.sh is one good place. Setting it as a user
environment variable will probably just lead you to confusion and,
