Phillip Qin, I only use semicolons in "<% %>" and "<%! %>", but never in "<%= %>". Weblogic refuses to compile my jsps when I put semicolons in "<%= %>". Tomcat and JRun don't seem to mind, though, and so since this is a Tomcat mailing list, I guess you're correct.
