Way back in the yet-to-be-released 3.3.2. ;-) Having just checked, 3.3.1 (unchanged in 3.3.2-dev), Tomcat will assign the content-type of "application/octet-stream" to an ".exe" file by default. I don't use the "isapi_redirector.dll" myself, but I'll need more details to be able to determine if this is a Tomcat bug or not.
