Would it be possible to see your module and add mod section of your httpd.conf file? Not the whole thing just the 2 mod sections. I must be missing a module.

If this doesn't work - then I would go to the apache user lists for help. My admin installed (compiled) mod_headers for me and I use it with no problem w/respect to P3P.
