help me!why i can't start the manager

i installed tomcat4.1 on winxp(home),and i have choose full install.
and after installed,i found that i can't start the manager from http://127.0.0.1/:8080,but the Admin works well.and i found in the directory
tomcat4.1/server/webapps/manager there is only one directory WEB-INF,why?
