Yeah...reinstall Apache. Sorry, just a personal preference...there's really no telling what RH has done to the Apache that's in 8.0 (or any other version of their OS). In any case, there are some security fixes between .40 and .43, you should consider upgrading.
Just in case, the file is apachectl (that's a lowercase L on the end, not a one)...in your reply it looks like a one, it should be a lowercase "L", as in "control". Wish I could help more, but without knowing an exact error message, some log file snippets, or some config files, there's not much to do except guess.
