I disagree with that interpretation. It means the web site doesn't have all the information people want, that the documentation isn't as extensive as it could be, but not that the web site is poorly planned. >I was amazed myself at the time. Daze? ;) But you're right, it's been a long long time since I started using various Jakarta projects and the site, so it's second nature for me. It would be helpful to have some people who complained about the site layout create an alternative site implementing their suggestions, and then posting it to the list. We could then take element from it and incorporate them into the main site...
