Bob, The easiest solution to your problem will be to edit the existing ROOT context in tomcat. This context is defined with a path of "/" ie: the root of the website. If you edit its docBase setting to point at your documents/webapp then all will be well.
Alternatively just comment out the ROOT context.. it sounds like it's overriding the context you've added.
