Tomcat 3.3.1 does a very good job at attempting to guess the charset (given
the limitations of the 2.2 Servlet Spec). However, this can never be perfect
(as seen by the 2.3 Sevlet-Spec adding 'request.setCharacterEncoding').
As long as you don't mind coding to Tomcat-specific behavior, you can get
the same effect as 'setCharacterEncoding' by doing:
request.setAttribute("charset", "GB2312") before the request paramaters are
parsed (e.g. before the first call to 'getParameter').
