No, I haven't.  Do I need to define a <servlet-mapping> for a context with
only JSP's? (Yes, I know they're really servlets.)

This output occurs when Tomcat try to match element defined under
<servlet-mapping> in the web.xml. How have you defined the
<servlet-mapping> element?
