Running tomcat as user other than root

I'm sure this has been asked before, but I can't find the answer....

How can I start/stop tomcat as a user other than root? I have a webmaster that I'd like to give the ability to restart tomcat, but I don't want to give her root access to the server (RH7.3 on an intel platform).
