Configuring realms in tomcat 3 vs tomcat 4

It seems to me that you can set up seperate realms for seperate web-applications in 
tomcat3 using the app-<mywebapp>.xml, but now that tomcat4's come out, you don't seem 
to be able to. How do you do it in tomcat4?
