context loaded twice

Hi,

             <Context path="" docBase="SmartManage" debug="0"
                 reloadable="true">

        An empty path like the above causes the context to load twice. My
'contextnotifier' is called twice. 

             <Context path="/SmartManage" docBase="SmartManage" debug="0"
                 reloadable="true">

      But this loads it only once.


     I am sure I am missing the concept here. Any help ?
