tomcat 4.1.12 :: connection refused :: missing

Hi,

        I'm running tomcat 4.1.12 in FreeBSD 4.7. Looking inside
server.xml I cannot find <ContextManager> neither a explicit bind to 8080.

        Since I installed I am not able to get http://localhost:8080. All
I get is a "connection refused message".

        Does anyone have any idea ?
