Isn't frontpage a webdav client? Tomcat docs (4.18) state that IE is a webdav client. my impression was that Frontpage was needed to make it into a writing / editing webdav client. If so that would give you the publishing part. There are other webdav clients you might want to check out at wevdav.org.
Then comes the "...for jsp..." part. I think at minimum it would have respect taglib tags.
