OK Now when I run ant in tomcat src dir it doesn't complain. But it was
failed with the following message:

I am using W2k, why it tried to download tar.gz?

It sounds like you're running ant from the wrong directory...
Try running Ant from the directory where the Tomcat build.xml is.
