I don't think you can do the shutdown remotely. I'm pretty sure it only accepts same-host connections. Otherwise, anyone on the Internet could shut down your app server! To start up a program remotely, you'd obviously need to have some other program running to listen for the startup signal and then exec the program you're trying to start. That's certainly something you could do, but nothing like that comes with Tomcat. On Unix there's SSH.
