jar -tf HSQLDB.jar

...you see the line...

org/hsqldb/jdbcDriver.class

...Correct?

Odd naming convention for a class--having jdbc in jdbcDriver in lower case...

Have you attempted connecting to the database without using DBCP? That is, trying...
