Actually, the recommended way to go is to create
$CATALINA_HOME/bin/setenv.sh (or %CATALINA_HOME%\bin\setenv.bat on Windows).

In that file, you should set things like CATALINA_HOME,  and JAVA_HOME if
they are not already set at the O/S level.
