double check your jar file to make sure it doesn't
also have the tld file. if it does, it may cause a
conflict. I discovered this a long time ago and posted
a comment last year.

make sure there's only one copy of the tld file. I
prefer to remove the tld from the jar and only have it
in WEB-INF/
