While I understand your point, I kinda feel like its a sell-out.  I do
understand the problem is at the user level, however I dont feel that is
a justification for the problem.  We all likely followed the same
process to become members of this list.  Why should I or anyone else be
tolerant of those who chose to take shortcuts and not read the
information provided as a part of that membership?  Everyone on this
list chose to become a part of it, and as such we should all hold
ourselves accountable to being upstanding members. 

One of the most glaring points you make is that people just dont read
the guidelines...well if thats so then why on Earth are we considering
sending FAQ's to the list?  If they didnt read it when they subscribed
what makes anyone believe they will read it off the list?

My point is this, there seem to be 2 viable solutions to the issue:
active moderation by a moderator, or we police ourselves.  I dont think
anyone has time to actively moderate these lists, nor do I think its
whats best for the list, so....

I in no way, shape, or form believe the list will never have
irrelevant/off topic discussions, but I do think that the amount can be
mitigated.  Anyway, I'm not gonna flog a dead horse, this is my last
post on the matter.
