Typically, it goes under webapps. ROOT is a webapp. The examples are a webapp. Thus, they are both found under CATALINA_HOME/webapps.
This is not required, however...you can put a Context anywhere you like. For example, the admin and manager webapps are not under CATALINA_HOME/webapps.
