You need a public ip for that machine you are running tomcat on.
So after you have got the public ip (assuming everything is setup properly) the url can be accessed at
http://[ip that you just got]:8081/index.jsp
You can change the port of tomcat to 80 (assuming nothing else is on 80)so you can do just this :
http://[ip ]/index.jsp
