Michael,

There are three other issues that you need to be
concerned about with IIS.

1. Make sure you set up virtual directories to point
to the %TOMCAT_HOME%\webapps\<appname> for each Tomcat
application you wish to serve via IIS.

2. Make sure your System account (which runs IIS) has
read access to those directories.

3. In the Default Web Site-->Properties-->Documents
add both index.jsp and index.html to the list of
default documents.
