Howdy, Assuming you have already or will try it, and find that it works (as I think you would), I still don't think it's a good idea. Once you don't have the requirements for installation, no matter how close your substitute is, you risk not being able to get any help.
If you think tomcat should not require the JDK to start with, which may be an entirely valid view, then pursue that course instead. Ask the developers for it, put in a bugzilla enhancement item, etc, but don't expect easy and immediate success.
