Howdy, You have to wait a little bit before re-posting questions, if you re-post them at all.
Tomcat doesn't have a facility to do this. You have to do it yourself, e.g. by having a simple class in your application that just gives the header HTML and footer HTML as Strings, and then having every servlet use this class.
