I managed to get that problem when I terminated tomcat , restarted it and used the browser's auto complete url. In my case the solution was not to use the url from auto complete. Did you stop and start tomcat by any chance ?

At any rate, I subsequently tried both Camino (mozilla port on OS-X) and IE/Mac, and the administration tool worked as expected under both.
