For reference, you can download the binary package of tomcat 4.1.18 and expand it to some other location. You don't have to start it up or anything, but the binary version is "unadulterated" and will show you how the full dir structure should be laid out, including ROOT and the others.

The ROOT Context is defined in server.xml.
