nope. That'll be an NT, XP, 2000 feature. ;)

Set up your web applications to use log4j (or some other logging package). Convert all System.out.println(...), System.err.println(...), e.printStackTrace() calls etc to use the logging. You won't need to look at the DOS window any more.
Also, there are programs out there that replicate the unix tail command on windows. I use cygwin but there are other more lightweight ones out there. Google is your friend.
