I think Orion is doing extra server parsing. Because of this line:

<input type=hidden name="id" value=$object.getCivicNo()>
                                  ^^^^^
"$object.getCivicNo()" is probably being translated by Orion into 
something else but tomcat doesn't handle that syntax.
