To hold temporary tomcat work products, e.g. the compiled JSP servlets. Tomcat uses this space as it sees fit, and tomcat is responsible for the freshness / dirtiness (in cache terms) of the contents of the work directories, as long as you follow standard deployment / reloading procedures for your web applications. If you have cause to belive tomcat is serving old contents, e.g. an old version of a JSP, one thing to try is stop tomcat and clean out the work directory.
