You really need to read the release notes. In recent Tomcat versions, the invoker servlet mapping is commented out in CATALINA_HOME/web.xml. Uncomment that and your problem will be solved. Note that it was disabled because of security issues so I would not recommend enabling the invoker servlet on a production box. You should use custom servlet mappings anyway.
