You can download Tomcat 4.1.24, make sure you get the .exe so the install is easier just make sure your CATALINA_HOME isn't set when running the .exe to install 4.1.24 and make sure your JAVA_HOME is set correctly as per a previous post. I suggest you also check the box within the installation to install Tomcat as an NT Service, then you can stop/start it from Start/ Settings/Control Panel/Administrative Tools/Services.
