Howdy, I've used WarFTP and it's cool. I wasn't using it for a high-availability / high-capacity site, so I can't comment on how it handles stress.
You could also try our brother project, Jakarta FtpServer: http://incubator.apache.org/projects/ftpserver/ Using the Windows2000 one might sufficient for your needs as well: make sure it's fully RFC765-compliant though, so that your clients don't complain.
