mod_ssl is included in Apache 2. You need to enable it if you build from source. If you are using Red Hat's munged 2.0.40, you'll have to contact Red Hat or consult a Red Hat users list on how to enable the built-in SSL support in Apache 2 in their version of Apache 2.0.40.
