If you dig a bit deeper with JIRA, there's a way to integrate it with CVS. It appears to involve modifying your CVS to emit emails ? I'm no CVS expert, but it looks not "too bad" in terms of complexity. http://www.atlassian.com/software/jira/docs/v2.3/cvs_emails.html
