I am facing this problem with Tomcat.
I have tomcat 4.1.24 and JDK1.4.1.
I have my class which is hosted as a SOAP service inside Tomcat. This class, when invoked, reads a properties file and reads an encoded userid/password. then it uses Basic decoding to decode this. this works fine on the command line(outside Tomcat). inside Tomcat it gives a bad padding exception
i have all the JCE jars in the classpath
