Minix is quite small and its license has recently been changed to the BSD license. I've never tried it myself but it is small and even runs on older systems than your 386 from what I know. I'm not sure where you can download it from, though a quick search on your favourite search engine should enlighten you. You could actually put tomsrtbt (or another floppy based system) onto the HD and use it as a base system to add functionality to.
