Alright, I got it to work by putting in the /etc/pcmcia/config file:

card "NE2000 Compatible Ethernet"
  manfid 0x0149, 0xc1ab
  bind "pcnet_cs"
  
After trying several non-working pertubations, I located the above 
lines in a Debian potato install that does properly handle the card.
  
I didn't make a new toms floppy; I killed cardmgr, edited 
/etc/pcmcia/config, and restarted cardmgr.

I am right now telnetted into my mail computer from a laptop running 
toms2.0.0.  I notice that, through telnet, only the top 25 lines of my 
60 line display are used.

I also notice that "man vi" and "man elvis" give interesting results; 
maybe I read about you fixing that in a later version?
