At the risk of stating the obvious, those of us who keep copies of 
tomsrtbt around in a directory and load from a DOS prompt when in 
trouble can use that option on the loadlin command line.

E.g., I have a multibooting Libretto with no CD-ROM or floppy. It 
does have a batch file, however, whose only contents are:

d:
cd \tomsrtbt
loadlin zImage initrd=initrd.bz2 ramdisk_size=20480 root=/dev/ram0 rw
