You can certainly run a shell script redirected from tty1, either from
rc.custom.gz or when rebuilding from something out of /etc/inittab,
there are some quirks of the terminal connection when you are not
running after agetty that I don't fully understant, but it works,
look at how the keyboard mapping prompt is done in rc.custom.gz.
