I think that if you have a panel that does not contain any "useful" buttons, that is, no buttons with any actions assigned, the panel will be skipped. To make a button show up, it has to have at least one action associated with it. The simplest way to fix this (for buttons that you have not yet programmed) is to place a simple delay action in it.
