If there are not both of the disables, then an alternative might be targeting powerpc variants that do not have Altivec and seeing if vec_step is still a problem. If vec_step is still defined (and so a problem) then "no trigger" would seem to be right. Otherwise the issue would seem to be specific to Altivec/OpenCL support and so more localized.
