For the subset of headers that came from ON, since many other headers, even
those that came with the system, but from non-ON consolidations, didn't have
SCCS ident keywords.

If this is a general problem, shouldn't you have a general solution, not just
try to force ON to provide functionality that doesn't really solve the problem?

You could even have the compiler save the SHA-1 checksum of the header, so
that if it is from an IPS delivered package, you could retrieve the matching
version from IPS.  (Though, chek with the IPS team about whether they're
staying with SHA-1 or moving to another hash method for identifying files.)
