(Dropping "request-sponsor" ...) I don't think tools-compilers is the right group to tell you have to proceed from here. My hunch is that if the changes are in the vein of "code cleanup" then an ARC case is not required. I think the next step is for someone to freshen the webrev against the latest sources, build and test the changes, and then register themselves as the official responsible party. At that point a sponsor gets identified, then ... My understanding past that point is hazy.
